build: always use the newest version of stubs

Bartek Jaskulski requested to merge newer-stubs into master

As WordPress and WooCommerce doesn't follow semver, it is futile to specify version constraint. Instead, we want to be sure, we always have access to the newest codebase for such jobs as generating prefix exclusion lists.
